2003 Honda Civic won't start. It has a new starter, nothing

2003 Honda Civic won't start. It has a new starter, nothing was left on (light, etc) can't even start by popping clutch with some momentum. When key is in & ignition on, all dashboard lights & instruments come on & light up, so there is power to them, but no "turning over". please help me fix the girlfriend car :)

When you turn the key to start is there any noise at all? If you hold the key in the start position and pump the clutch pedal can you hear a slight click from the under-dash fuse box. The starter cut relay is located in the fuse box. Put your finger on the relay(see diagram) and see if it's clicking when you press and release the clutch pedal?
