The rear running lights on my 1991 Honda Accord stay on even though the switch on the steering column appears to be in the "off" position. Also, the brake lights do not work.

Does the horn work? The fuse for the horn is for the brake lights too.
Is it the front and rear running lights that are on? Just the front corner lights?

The horn works. The lights I am referring to are the two that are basically underneath the license plate, and the two brake light assemblies

The bulbs closest to the license plate are clear lenses correct? Not red or yellow? The ones that are staying on?
