Hi,welcome to just answer. turning the wheel lock to lock without the engine running will usually do the trick. Is the fluid foaming out the top of the reservoir? have you changed any parts in the system?

the power steering pump, and resevoir have been replaced

there is an updated "o" ring for the inlet of the pump to adress the foaming problem take the 10 mm bolt out of the feed pipe and make sure the "o" ring is orange if not replace it with the updated part .pn 91354-RDA-A01 .this is the most common failure on these when they wont bleed.

pump still whining, does it matter in which direction sterring wheel is to be turned?

no it doesn't you may have a pin hole or leaking clamp on the feed hose. this lets it suck air into the pump ,I'm assuming you have the updated "o" ring installed .
