As you mentioned with your question I have studied all provided information.
Yes he is allowed to use remedy Pulsatilla 200C as I described before, bleeding with stool is not due to remedy effects, it is quite common with any person if there is some hard stool or if one uses some food of high calories.
I am so hopeful it will never happen again, and also you mentioned after 2nd time there was no bleeding.
However to assist him some more, let him use his remedy Pulsatilla 200C as I described.
If as not expected bleeding again occurs then let him use one single dose of remedy IPECAC 200C.
Dose is 3 pellets of this remedy as a single dose as needed, half an hour after any meal.
This only one dose will stop bleeding and there will be no problems at all.
Let him eat vegetables and light diet for 1 to 2 days, junk food is not allowed for at least next 7 days.
Let him drink plenty of water as easy for him.
By following as I describe above, with help of my lord there will be nicer improvements.

Thanks for your question, I am so happy to know that my described potency helped you well, this is all blessings of my lord.
As you mentioned with your question, kindly watch closely your condition and do not use next dose of remedy Arsenicum until you continue to feel better.
When you feel that you are not feeling better, and there is need for remedy then you are supposed to use Arsenicum 200C as a single dose.
Dose is 3 pellets of this remedy half an hour after lunch, as easy for you and then wait for next 7 days minimum so remedy can exhausts its action.
Do not use 1M potency until there are some or more results from 200C, when ever there is need for 1M potency I will assist you for its use as needed.
