Have you tried pressing on the ON/STANDBY button to fully turn on the unit?
If the TUNER CL is displayed, it would be indicate that the entire preset memory, all 40 AM and FM stations in memory have been CLeared.
Have you / can you try re-programming the presets? ...once re-programmed, then instead of CL, P--0# ***** be shown to indicate a particular memory is in use.

The instruction sheet is in a Portable Document Format (PDF) file and can be viewed in most web browser. Click on the link to open the file or right click then select “Save As…” to download the file. It would require Adobe Acrobat Reader or equivalent for this purpose.
To display the frequency, manual tuning must be done so the display would show something like "TUNER FM 98.8 MHz".
If PRESET ▼/▲ buttons are used, then a station in memory would be automatically tuned to and the display would be something like "TUNER FM - P -- 01 MEMORY".
If TUNER CL is still displayed, then nothing has been programmed into the PRESETS. As posted above and with the instructions provided, please program the PRESETS.
With the unit turned ON and set to TUNER, what happens please if PRESET ▲/▼ button is pressed please?
Were you able to follow closely/correctly the programming steps above linked?
