Plugged it in, turned it on, and want to set it up without a tv

what have you plugged in? speakers, source devices, etc?
what is showing on the front panel of the unit?

Speakers are plugged in. Power is on and I have the "setup - use TV"

you are fighting an uphill battle without connecting this to a tv. It will take 10x longer without a tv. I would suggest you take the unit into a room that has a tv, get everything working (you don't need speakers connected to setup ipod, usb, bluetooth, airplay), then put the unit back into the room that has the speakers. Better yet, borrow a tv!
