Okay you'll need to use the video out (red/white/yellow) ports on the cable box to the Video 1 inputs on the toshiba. Toshiba can then connect to the tv via the same red/white/yellow, or via hdmi.
You'll set the toshiba to the video 1 input to pick up signal, and record as needed what is live on the cable box. Keep in mind these recordings will all be SD (standard def, 480p), not high definition.
