I am also a Certified Construction Manager for residential construction. I previously held a State of Illinois Home Inspectors License.

1) The whole purpose of the lighting is to provide sufficient lighting to the countertop and floor areas and not to the top of the cabinets. I recommend 3 feet away from the walls.
2) On all of the kitchen remodels that I've performed over the years, I've always asked the customer as to the distance they require. The 3 foot distance was the most favorable.
