Many electric motors transmit signals that can be picked up by radios and televisions. Gasoline engines often have radio suppressors installed in their electrical systems to block them from transmitting signals. Small motors usually do not. Motors that are performing well can cause problems like this.

Sometimes a motor that is having problems ( bad winding , loose internal connections ) can cause this. You could coordinate with your neighbor and determine if any of your other tools are causing the same or a similar problem.

It is also possible the problem is with your neighbors equipment. This is usually an antenna system rather than a cable or satellite system problem. If an antenna Have your neighbor check for bad connections on the antenna leads and especially the ground wire. If satellite dish or cable the receivers for these should be professionally checked and tested for problems.
