A public school district in Pa. is planning a $3.688 million athletic improvement project to its current football stadium and its plans do not include any provisions for restroom facilities. Currently the stadium does not have any restroom facilities. Do the current ICC building codes allow restroom facilities to be optional for an outdoor stadium facility?

Restroom facilities are required for all public assembly structures. Here is a link to the ICC requirements for public facilities. You'll note that stadiums etc are listed at the beginning of the second table as you scroll down
