I have applied a coat of sealer and 8 coats of Minwax High

I have applied a coat of sealer and 8 coats of Minwax High gloss poly to an oak railing. I used 220 grit sandpaper in between coats. What can I do to remove the micro bubbles and retain the gloss

You can't remove the bubbles and retain the gloss. They're in the poly coats and you have to sand the coat off to get rid of the bubbles.

it seems the brush makes many bubbles only some dry up

The bubbles usually come from mixing/stirring the poly too vigorously.
