I had an encounter with a person of unknown status, no penetration but I rubbed my tip around the outer lips an outside of her vagina. No penetration just rubbing the tip on her outer part. Am I risk for transmission, if she were hic positive?

As long as there was no penetration, there is no risk for HIV transmission or for other STDs that are dependent upon transmission by body fluids, including gonorrhea, chlamydia, or hepatitis. There are some STDs that can be transmitted by skin-to-skin contact, including genital herpes and genital warts, and these can be transmitted by the rubbing of genitals against each other, but there is not a risk associated with the STDs that are transmitted by body fluids.

So, there is no risk for HIV transmission from this encounter.

Correct. These body fluid STDs do not survive when being exposed to air, so fluid on the surface is not an issue. There are virgins that still may rub the genitalia externally while maintaining their virginity, and there have not been cases of transmission of body fluid STDs in these cases.
