What functions is that fuse for? And how often does it short?

And what function is it for?
There are different circuits that energize when you turn the key, for the ignition circuit I would first use a relay buddy and test the starter relay. Also, would be good to do a visual check over the wiring to make sure there are no shorts to ground, those are easy enough to find and would save the trouble of testing other things.

They are used to test relays.

I would suggest doing the wiring check I mentioned earlier first.
Ok, then I would check the ignition relay, also, check the main power relay as well.

Yes
-Ryan
That is the most simple way, yes.

Since you checked the wiring and that is good, I would assume the next check after relays would be certain components, starter, solenoids, ect. I would also get a fuse buddy so you don't have to go through so many fuses while we carry out the checks.
-Ryan
I confused, so it doesn't blow it when you start it?
-Ryan
It's possible. I would also not use a fuse high then the one its rated for.
