These older loaders used a mechanical linkage that was known for wearing out and not going into gear correctly. I would first verify the oil level is correct. Remember, the level must be checked with the engine running and the oil warm to achieve the correct level.
Then remove the floor plate and see if the linkage full engages the shift valve in both directions. If you can still move the shift valve after the lever is pushed forward, then the rod eyes of the linkage should be replaced.
