Please provide more details about the repairs you have completed so far.

What did you find in the water pump and thermostat?

Have you checked temperatures around the engine?

Did you have this problem before you replaced the water pump?

Can you upload a Product Status Report from the engine ECM?

Do you have any fault codes with the engine? If so, please post all codes logged and active codes and events and note which are active.

Have you tried changing the fan speed manually with CAT ET?
