Your temps are normal for A ISX (see below) as far as the sucking noise That too can be normal as the turbo is pulling air thru the the filters. BUT this engine is known to have turbo issues internal and if not properly troubleshot can be hard to diagnose. The turbo has been upgraded twice. Also make sure the actuator on the turbo is moving. This too needs special tools to check. Make sure the ECM calibration is up to date.
