At this moment, I do not have an exact answer for your problem, however I do have a few scenarios that you will need to check into.
You say the oil level is good,. I do not suspect this is a matter of suction screen not getting oil for that is located on the bottom of the reverser housing, essentially keeping it fully submerged at all times(however, it could be plugged), regardless of machine slope. Its also very possible that the reverser charge pump is weak, and when you disengage the clutch, the pump loses its prime, and the reverser does not receive pressure oil.
Another possibility is that the frame rails are lose, causing a bind in the clutch pedal operation. The fasteners for the frame rails, over time, come lose, either at the steering clutch housing or the engine flywheel housing. This is a very common problem on the early model John Deere dozers, particularly the 350's and 450's. With the machine off, for a simple test, locate the clutch accumulator valve (follow the h-l-n-r linkage) on that housing will be a pipe plug, install in that port a 600lb gauge with a hose on it so you can put the gauge where you can read it when operating the machine. Make sure your test fittings are tight, and operate the machine as you normally would, noting the pressure on the gauge during normal operation. Once the machine acts up, see what the pressure is doing. I don't know the pressure off the top of my head, but I believe it should be between 150-175 lbs. If the pressure drops significantly, you're either losing pump prime OR there is a problem in the valve, either case would require a tear down to determine the cause. It may be something as simple as a bad seal, somewhere in the system.
The machine angle having a profound effect tells me that one of these things is happening.

3. There is a broken spring inside the accumulator valve, or
4. The transmission pump is weak, when the engine clutch is depressed, the pump stops turning and loses its prime, when the machine angle is changed, this allows oil to run back into the pump, the pump then once again build pressure.
The machine angle having a profound effect tells me that one of these things is happening.
