Welcome to JUST ANSWER heavy equipment. With years of experience, I look forward to doing my best to help. Is the loader attached with quick connects? That is the usual. You need to check the connection of the two bucket cylinder hoses at the control valve. Best to unplug them and reattach. The other thing that can cause slow response is one of the pipes has been pinched and is only allowing small amount of oil to flow to the bucket function. If either hose or pipe is restricted, it will affect bucket in both directions. Let me know. Thank you.

Curtis - I went out to the barn and looked for quick connects. I did not remember the loader having and my memory was correct. There were none. While looking, I found a slide valve that appeared to be open. I closed the valve, started the tractor and activated the bucket. I worked a lot quicker. I then opened the valve all of the way and tried the bucket again. It would not work.
