Hello Kevin, I will see if I can be of some assistance.

First things first, how do your pedals compare in height to one another? If one is considerable lower than the other I would suspect that only the brake band is in need of adjustment. Also, with both pedals pushed all the way down, does the machine still try to travel?

both pedals are the same height the machine does not move with pedals depressed Thanks Kevin
Under the seat, you will remove the cover closest to the final drive(outside of the machine) below that, you will find the yoke that releases the steering clutch.on the yoke will be a bolt with a ball nut and I believe a locknut, tighten to remove free play.. Next, make a comparison to the one that releases correctly and adjust the other one according to that. If the machine stops traveling however with both pedals depressed, I would suspect you have a brake lining that is either glazed or worn out and not holding the drum.
