Based on your description, I would begin by following and inspecting all the main electrical connections and grounds from the batts to the starter and to the block. The buzzing you describe is most commonly associated with a low voltage situation at the starter or starter relay... it is not uncommon to interpret the sound to be coming from the top side of the motor, when actually it is being generated either at the starter or the starter relay. Please note that all connections need to be clean and tight. Ground connections are equally as improtant as the positive connections...
