When you rebuilt the transmission, what did you do to the reverser? I'm assuming you resealed the clutch packs as well as the reverser pump.. If not, that is where I would start. Take some pressure tests on the reverser control valve body, Its quite possible you have a stuck spool in the vavle body or the pump is sucking air due to a bad shaft seal.. Also, remove the suction screen, it may simply be plugged causing the pump to be starved for oil.
