Did you turn the pto off? Some of the safety switches will not let you start with the pto on. If there is a lever that turns the pto on and off check the switch again. If it is a 2 wire switch you can unplug it and jump across the switch. What did you do to check the pto switch?
I do not have a wiring diagram for that tractor but it sounds like you are close. The only problem I have with your testing is that you say the engine run solenoid comes on with the switch, but at the same time it will not turn off with the switch. Those are contradictory statements. But maybe when you bypass with the wire you actually take out the switch so it has no effect. where is the engine run solenoid? You should be able to use a bypass wire right to the injection pump and just pull the wire off and it should die. What are you doing to start the tractor? bypassing at relays or by the key switch or by the starter? How many wires are you using to get it going?
I would call the engine run solenoid the solenoid that controls the fuel on the injection pump. There should be a wire on the injection pump that gets hot with the key and it should also go off with the key.
Have you looked the wires over for fuses? most of the time they have all the fuses in one spot but sometimes they use a fuse with a cover on it and the cover looks like some special connection. When you pop the cover off there is the fuse.( spade type).
What were you doing wile you were using the pto? going through brush? look for wires off underneath the tractor.
