your suspected vounteer sounds like he could be abusing any sort of drugs including prescription opiates, heroin, meth, marijuana, alcohol or other drugs.

it can be difficult to tell from just behavior what he is abusing.

if he is not helping out and not being an asset to the organization, I would just let him go now
