I can't understand why a spot where I had a major coffee burn on my left calf 15 years ago is now the same location where I have a fleeting burning sensation throughout the day over the past few weeks.

Burning sensation indicates nerve involvement.

So your symptoms are associated with nerve compression in it's path which supplies this area.

Other possible cause may include Neurodermatitis.
