This can be epigastric hernia. This may increase in size when one is coughing or sneezing.
The other possibilities of the diagnosis are;
b) Sebaceous cyst
None of these are emergency and if it becomes painful, or increase in size, would need surgery. Otherwise no treatment may be done.
