I'm 95% positive it's my jugular because I can feel the pulse really strongly

OK We can continue after this but I think this is just a muscle strain and tension from your anxiety.
First off, since the jugular vein is a vein it really doesn't have a pulse one can feel. The carotid artery definitely does have a pulse but it doesn't become tender.
So you're probably feeling your carotid pulse but this is just the muscle around the artery and really nothing to worry about
If it's still a problem tomorrow, have your doctor take a look but there's nothing urgent about this
