Well, it is not 'normal' to have a calf 2 inches larger than the other calf. Whether or not it is a serious will depend on a few things.
Do you have pain in the calf or leg?
Is there any discoloration or lumps that you can palpate (feel), for example under your knee?
Is your ankle swollen as well?
How long has it been like this?
Do you have any health conditions?
You mention that you have seen a doctor for this.
Did the doctor order any testing?
