I have red, pimple-like bumps, running down my buttocks, just to the side of my crack. When I scratch and pick, they seem to have liquid and sometimes a tiny bit of blood in them. Help?

HCV, HPV and I have the antibodies for herpes but have never had an eruption or fever blister. I take Klonipin and Wellbutrin.

Well, tiny reddish bumps as you describe are usually little inflammed hair follicles, called folliculitis.
Since there are so many, the treatment for this is usually oral antibiotics, like bactrim (to get MRSA). You can try to apply a topical antibiotic like neosporin 2x a day for a week to see if this helps, but you may need to get a prescription for an oral one. And of course if they get worse or fever or pain.
Keep the area clean and dry and wash with warm water and soap daily.
