Often, when I move from a warm environment to a cold environment (e.g. from the house to outdoors or vice versa, my throat feels like it is closing down and phlegm starts to collect in my throat, such that I am compelled to keep clearing my throat. Not only is it uncomfortable, but also embarrassing. If I chew some gum, I can usually quell the symtoms. I eat very little processed food or sugar. What is going on? Thank you.

other than that I am in good shape, vigourous workouts 3-4 days a week

Have your doctor check office spirometry.
This can be a mild case of hyperactive airway disease..stimulated by temperature chance..asthma in other words.

If so, one dose of an inhaler would probably take care of these episodes.

This is one possibility as there is really not a tight medical explanation.

Weather change stimulating acid reflux or post nasal drip is also possible....
Each can be treated.

Suggest exam from your internal medicine doctor and consideration of these three possibilities.
