Hi, Im 31 years old 61 265lbs male and am currently experiencing

Im 31 years old 6'1" 265lbs male and am currently experiencing a cold upper back and a cold tingling sensation under my chin. This feeling came on after walking around shopping for about an hour. I have had panic attacks and hypothyroidism however i have not had these symptoms before. Should I seek emergency medical attention?

Im on levothyroxidine and atenolol.

No i am not.
Tingling sensation may indicate neuropathy where the nerves are affected.
If it is persistent get evaluated by a neurologist.

My last test was 3 weeks ago. However i stopped taking the thyroid meds for 1.5 weeks. I took my first restart dose this morning.

Yes, i was on the levothyroxidine at the time.
Occasional cold skin/back may be considered normal.
Cold feeling is also a feature of hypothyroidism.
Since you had stopped the medication and started it only this morning, you will feel better.
