Why do I have a headache and chest congestion with a fever of 99.3?

I have a chest congestion and headache with a fever of 99.3 but no sore throat. I have been taking Mucinex DM which has helped with the cough.

However due to the slight fever, could it be a bacterial infection or sinus that needs antibiotics?

Most likely this is a viral respiratory illness. Both bacteria and viruses can cause a fever. If you are coughing up phlegm, you may have bronchitis which is usually viral.

Pneumonia can also cause a cough with phlegm, a fever of at least 100.3, shortness of breath and possibly some pain in the chest as well.

For now, I would treat your symptoms with what you are doing.

I recommend seeing your doctor if you develop:
1. A fever of 100.3 or higher

2. Pain in the chest

3. Shortness of breath

4. Symptoms that persist beyond 7-10 days
