About 2-3 months ago I noticed two red bumps on my scrotum. Once those went away (about 6 weeks) one more appeared on another spot on my scrotum. After the third bump started to disappear, another appeared on my penis. The bumps were not painful at all. These overlapping outbreaks seem uncharacteristic of herpes so I'm wondering what else it could be. Also, I'm not sure if this is related, but I have noticed itching and very small bumps around my arm pits, my inner thighs, around toes, and between thumb and forefinger. What kind of condition could I be faced with?

Indeed this does not sound like herpes at all. I would be more concerned for scabies, which is caused by a type of mite. It can be treated with a medication called permethrin, and all of your linens and clothes need to be thoroughly cleaned. Get checked out by your doctor!
