From how long you have this symptom?
Are you taking any medication?
Is there any scaling?

Thank you for taking my question. No I am not on any medications. The problem has been occurring for around 5 years now. About three years ago, when I had medical insurance, I saw a doctor that prescribed be a topical medication and the rash cleared up quickly. A while later the rash returned and at that time did not have medical insurance anymore, so the rash has been getting progressively worse, but has not spread.

Sorry, yes there is scaling.

The symptoms you have described are suggestive of skin disease known as eczema(Dermatitis).A hypersensitivity reaction (similar to an allergy) occurs in the skin, causing inflammation. The inflammation causes the skin to become reddish & itchy.
The following will help you greatly:Take tablet levocitrizan 5mg once a day.Apply cream containing hydrocortisone.
If the area is large then apply Calamine lotion. This will reduce the rashes & itching. All these medications are available at your counter without any prescription.
