The pattern of numbness and tingling is in keeping with nerve compression and this may be of the ulnar nerve which can be compressed at the elbow, or the shoulder/neck.

In order to determine exactly what is the underlying cause then you will need to see a doctor or neurologist for examination and possible referral for nerve conduction studies.
