No, she is not having symptoms of a TIA or mini-stroke. They looked at her carotid arteries to see if that was the cause of her symptoms. She is 71 years old.

The symptoms are extreme dizziness, loss of balance and fatigue. Also occasional headaches and nausea.

Her carotid arteries are unlikely to be the cause of such symptoms.

A carotid artery narrowing would be concerning for symptoms of a stroke, or mini-stroke / TIA, and these symptoms are not consistent with traditional TIAs.

However, a blockage of 70% is getting close to the range where it is significant, and certainly should be noted and followed, as it may require treatment (surgery or carotid stenting) at some future date.

However, further evaluation by her doctors, including further imaging of the brain and/or evaluation by a neurologist should be done to find the reasons for her symptoms.
