I had my daughter 4 weeks ago and my bleeding did start to slow down a lot but then the last couple of days picked back up and I started bleeding a lot of small clots, Is this normal?

This is not normal in any way. Starting to have blood clots after 4 weeks of delivery could mean that there are still retained placental products in your womb or some infection in the womb, and unless that is cleared, the bleeding will continue, or may even worsen. The former is more likely in your case. You will need to see your doctor now.
