Chest congestion along with blood mixed nasal discharge indicates a respiratory infection. Infection has spread into the lungs. As it is continued for 3 weeks, it can be bacterial . Antihistamine will not work. You will need antibiotic to clear it. There is no OTC medicine which can be helpful. You need physical examination of the chest by the doctor and if needed doctor may prefer to do an X-ray to know condition of your lungs. You should consult for prescription to initiate treatment.

Hope this information will help you.
