Well two issues here:

A high blood pressure emergency usually refers to a sudden increase in blood pressure itself which causes problems (usually to a number higher than 180/120 mm Hg). Such conditions are called "malignant hypertension" and when it causes confusion "hypertensive encephalopathy".

However, if you are having new onset chest pain, breathing issues, even through your blood pressure is only slightly elevated at 157/97, you need to be evaluated immediately by a doctor in the Emergency Room.
