if you replace the fuel filter again now will the power come back ?

Customer: replied 6 months ago.
I don't know. maybe...
Customer: replied 6 months ago.
we re-primed it and drove it back to the shop. but it would only have power for a mile or 2

if the new filter helped at all then the issue is going to be the pick up in the tank or something in the tank being drawn up the pick up or one of the lines from the tank to the filter housing collapsing causing this issue

if NO leaks are seen then be sure the rubber parts of that line are not collapsing if they are replace the line if it still does this drop the tank and clean the tank and change the pick up
