Hello and welcome to JustAnswer!

If pressures are high with a properly charged system then you may have a restriction or the cooling fan may not be pulling enough air through the condenser.

Doe it blow colder while driving and warm up at stops?

What is static pressure with the vehicle cool and what are the high and low side pressures with it running?
