my truck wont start in the cold and eveything eletrical comes on but nothing else... whats wrong?

Does the starter engage when turning the key to the start position?

lights come on and everything it just wont start the truck completely. the engine will not crank over

after turning it off and back on at least 2 times it finally started....

Sounds like you may be experiencing low fuel pressure from a weak fuel pump. Cycling the key off and back on a few times allows the fuel pump to build pressure and prime the system, allowing for easier cold starting. My suggestion is to test fuel pressure and then replace the fuel pump if fuel pressure is lower than specified. You should have 60-66 psi with the key on, engine off.
