2007 gmc yukon 5.3. high fixed idle at times. start vehicle cold or hot and will idle fine. as soon as you rev the engine it will not return to idle. had code p0121. cleaned the throttle body and performed tps relearn. i believe the idle problem was here before i cleaned throttle body but not positive. both tps commanded and actual values are perfect with each other. took a guess and replaced throttle body but nothing changed. no codes present now.

IS there anything physically stopping the throttle from moving properly?

Did you relearn the throttle position? Did you reset it?

Take the battery cables off the battery, hold the ends together for 10 seconds then attach them to the battery and see what happens. This will reset the whole vehicle.
If you have 2 batteries, then remove both and touch only one set.
