I have a 2003 GMC Yukon Denali - and it won't start - no lights on the dask nothing happens when i put the key in the ignition. I charged the battery and checked the cables - the battery shows fully charged but no 1 light comes on when i put the key in. Worked fine late last week - no problems. Any suggestions

under the hood, does IGN B 40amp fuse have 12.6 volts, its the power for the ignition switch?

How would I tell if it has 12.6 volts?

Remove the fuse, OHM test the fuse across both tabs to see if its good. Then connect your meter to the negative battery post and then to the pins at the removed fuse to check for 12.6 volts.
