92 gmc 2500 6.5 turbo diesel. Has excessive blow by, oil hemorrhaging from dipstick and oil filler cap. About 5 psi oil pressure no power no boost

The first thing I would do here is have a cylinder compression test done to see what compression is on each cylinder.This may be low compression due to damage to the cylinder walls or piston rings allowing blow by like this here causing this issue.If one or more cylinders have low compression compared to the others this indicates a mechanical fault in the engine with the engine needing removed and repaired or removed and replaced to correct this fault.
