replaced fuse and have instrument lights and front running lights. Still no rear running lights.

And you have checked for the presence of power at this fuse, yes? With a test light or multimeter?

It has a factory trailer plug

OK. I was looking to see if you had an aftermarket adapter installed, they are trouble prone, so I would have you remove it, if you did. Factory wiring is OK.

Have you pulled the taillights out of the truck to check for power at the connectors back there?

looking for power at the trailer plug now.

Brown and brown/white wires should have power on them if there is power at RR PRK and LR PRK fuses.

Have running lights on trailer plug but no power to rear running lights yet. The tail light wiresults are light blue.

Wires

Blue wires are turn signal circuits. Tail lamps are the brown circuits. You have to make sure you're testing the right circuits.

Is there any thing between the fuse and the tail light connection? No power at the connection before the light. But power to the trailer brown wire next to it.

There are connectors in between. Do the license plate lamps work?

One does ,the other might be a bulb.

OK! Can you replace that bulb and just verify that both license lamps work? They are on separate circuits, so I'd like to see if one works and the other doesn't.

Driver side works but no power to passenger side plate light.

OK. The problem is going to lie in the wiring right behind the rear bumper. The power is obviously making it most of the way back there, it's falling apart in the area of the harness connectors, which are located on the left frame rail at the very back of the vehicle. From this point, it's a matter of crawling under there with a test light, and physically tracing the brown and brown/white wires back, probing at each connector, until you find where the power is dropping out. You should find power at some point down there, and you should be able to figure out where it's coming undone. Corrosion, broken wiring is fairly common in this area, it's a hostile environment and wiring gets beaten up pretty badly.

Jerry l have another problem with my 2010 factory itbc . Service trailer brake system. Replaced switch with new acdelco part with new curcuit board. Notice still coming up.

You'll need a scan tool to pull the trouble codes from the trailer brake controller, I wouldn't replace any parts without knowing what the trouble codes are, at a minimum.
