I have a 2010 malibu...
I have a 2010 malibu with the 2.4 ecotec. P1682 code keeps coming up making the car come up reduced engine power. Service esc and traction also appear. Throttle body and throttle body harness has been changed. All fuses and relays checked. Ignition switch has also been changed. Also ground wire to ecm housing has been added.

ok, so I have seen this issue two times. The only way I was able to really diagnose it was with a scan tool to monitor the ignition voltage readings, here is a procedure maybe you can attempt to monitor the voltage with a voltmeter, you can also try other things it states such as relay swap. here is the procedure & after, I will tell you what I have found.

1. Using the scanner, check the Ignition 1 Signal voltage.

2. If less than battery voltage, check the voltage at the Underhood Electrical Center (UHEC) on the ECM IGN fuse and the ETC fuse.

3. If voltage is low on the ECM IGN fuse, swap the RUN/CRANK relay with a like number relay. Recheck the voltage at the fuse.

4. If voltage is low on the ETC fuse, swap the PWR/TRN relay with a like number relay. Recheck the voltage at the fuse.

5. If now OK on either fuse, replace the suspect relay.

My fixes were the underhood fuse box was bad & other fix was a bad pwr train relay.

My vehicle doesnt have the ecm ign fuse in the fuse box. It was never in there and only one side has a connector if that makes sense.

Yes you definitely have the relay check ignition voltage 1 at idle its 13.6 t0 14.2 v compare to ec ignition voltage relay siganal into scanner live data it should same on ignition voltage 1 at idle 13.2 to 14.2 v battery voltage if not same voltage, replace the fuse box, internal problem inside the fuse box,bad box ec signal 0.3mv

Im leaning towards the fuse box being the problem, but try the relay swap and if you could somehow come across the scan tool would be so awesome bc with the scan tool it will identify if its the fuse box

check the pins on the relay and inspect the fuse box for any damage or cracks
