The rotor will turn about 12 degrees. Mark where it points on the base of the distributor body then drop it in so it fully engages the oil pump drive and seats all the way down then mark where it is pointing then. That is how far you have to lead the position when you want it to end up pointing to #1.
You have the engine on TDC #1 on its compression stroke. You see where #1 plug wire is on the cap and mark that position on the base of the distributor then you point the rotor the amount you found in paragraph #1 before the mark you made for #1 and drop it in. Once you get the oil pump drive seated and the distributor all the way down the rotor should be pointing tio the mark you mad for the #1 plug wire.
