Front A/c vents blow very weakly. All the vents switch

Front A/c vents blow very weakly. All the vents switch positions (defrost, floor, front vents) and fan blower motor switches speeds, just has very weak force coming out of vents. First 2 speeds there is nothing coming out but fan is running, by top speed it feels like 2nd speed bately
JA: Have you checked the Freon level?
Customer: Yes cold air not the problem. Just the fan not blowing strongly
