When the Big Dipper rests on the horizon -- say in plains of Southern Illinois -- with its bowl upright and its handle facing West, (1) does it's open bowl first rotate upward to face west with its handle pointed to the horizon, somewhat like a question mark? If so (2) how long does it take to rotate to that quarter of the night sky.
