Do men dressed in kilts play the bagpipes at the funerals of policemen and firemen in big cities only like New York City, Chicago, Los Angeles, Philadelphia, Boston, Seattle, and such, or do they do so everywhere, including small cities and towns and such? Thank you.

It can be a regular job for retirees (firemen,police or any different career) that have enough pension money already, but for most it is a volunteers activity. Anyone can join.
